【致境外来余人员的一封信】
己亥岁末庚子年初，新冠肺炎疫情席卷全球。在中国抗疫最艰难的时期，海外华人华侨、国际友人主动承担、捐款捐物，衷心感谢你们的大力支持！在省委、省政府的正确领导下，在全市人民的共同努力下，新余市内的疫情已经基本控制，人民群众的生产生活正在逐渐恢复。但全球新冠肺炎疫情形势仍不容乐观，我们时刻牵挂着境外来余人员的健康和安全，强化防控是我们共同的责任。为此，我们向近期拟到访新余的境外人士特别提示：
一、加强防护。请境外来余人员加强旅途中的自我防护，尽量减少外出，尽量避免到人员密集的场所，正确佩戴口罩，废弃口罩按规定规范投放。保持良好的个人卫生习惯，注意手口卫生，勤洗手。
二、提前申报。根据新余市疫情防控相关管理规定，所有人员在入境前3天向拟前往地所在社区(村组、企业)或卫健部门报告行程；入境时，请如实填写《出入境健康申明卡》，向海关申报身份信息、市内住址、联系电话、到访目的及健康相关信息（包括个人健康状况，过去14天疫情国家或地区旅居史，与新冠肺炎病例、发热或呼吸道症状患者接触史等）。为确保全体市民的健康安全，请务必如实申报，做到不隐瞒任何与疫情相关的行程。
三、闭环运转。我市在南昌昌北机场、高铁西客站、南昌火车站、高铁新余北站、新余火车站备有工作专班，负责境外来余人员的接运转工作。对已入境被研判为疑似病例、有症状人员将采取就地转运至定点医院进一步诊治，其他人员由工作专班采取“点对点”方式，专车专人接站、运转到集中医学观察点。
四、集中医学观察。新冠肺炎的潜伏期长，传染性和致病性极强。国内的防控经验证明，科学的医学观察是最好的防护。为将风险降到最低，所有境外来余人员都将进行为期14天的集中医学观察，医学观察期间食宿、核糖核酸检测费用自理。如有发热、乏力、咳嗽等症状，我们会安排及时送定点医院就诊，治疗、检测等费用自理。我们将坚持一视同仁，无差别对待中外人士，充分体现对生命健康的尊重与关爱，望相关境外来余人士理解并主动配合。

A LETTER TO PEOPLE COMING TO XINYU
FROM OVERSEAS
From the end of the year of 2019, COVID-19 epidemic swept the whole world. During the most difficult period of fighting against the epidemic in China, overseas Chinese and international friends took the initiative to undertake, donating supplies, here we sincerely thank you for your strong support! Under the correct leadership of JiangxiProvincial Party Committee and the Provincial People’sGovernment, through the concerted efforts of the people in Xinyu, the epidemic in Xinyu City has been basically controlled, and people’s life is gradually recovering. However, the global COVID-19 epidemic situation is not optimistic. We are always concerned about the health and safety of people from overseas, and it is our common responsibility to strengthen prevention and control. Therefore, we would like to make a special note to overseas visitors who plan to visit Xinyu recently:
1.STRENGTHEN SELF-PROTECTION. People from abroad are requested to strengthen their self-protection during the trip, minimize going out and avoid going to crowded places. Wear masks correctly and discard masks according to regulations. Maintain good personal hygiene habits, pay attention to hand and mouth hygiene, wash hands frequently.
2.DECLARE IN ADVANCE. According to the relevant administrative regulations on epidemic prevention and control in Xinyu City, all personnel shall report their trip to the community (village group, enterprise) or health department of the place they intend to visit 3 days before their entry. When entering the country, please fill in the Exit and Entry Health Declaration Card and declare the identity information,such as address in Xinyu, contacting number, purpose of visit and health-related information to the customs (including personal health status, travel history of the affected country or region in the past 14 days, contact history with COVID 19 cases, fever or respiratory symptoms, etc.). To ensure the health and safety of all members of the public, please report truthfully and do not hide any travel related to the outbreak.
3. CLOSED-LOOPOPERATION.AtChangbei Airport, Nanchang West High-speed Railway Station, Nanchang Railway Station, Xinyu North High-speed Railway Station, Xinyu Railway Station, special working groups are responsible for the delivering job. For those who have been admitted as suspected cases and have symptoms, they will be transferred on the spot to the designated hospital for further treatment. Other visitors will be transferred to the designated hospital in a "spot-to-spot" way by special working groups, and special cars will be used to pick them up and deliver them to the centralized medical observation point.
4.CENTRALIZED MEDICAL OBSERVATION. COVID-19 has a long incubation period and is highly infectious and pathogenic. Domestic prevention and control experience has proved that scientific medical observation is the best protection. In order to minimize the risk, all the overseas visitors will be under intensive medical observation for 14 days. During the medical observation, they will pay for their own accommodation and nucleic acid testing. If you have fever, fatigue, cough and other symptoms, we will send you to a designated hospital in a timely manner, while treatment, testing and other costs shall be covered by yourself. We will continue to treat all Chinese and foreign people equally without discrimination, and fully demonstrate our respect and care for life and health. We hope that people from overseas can understand and take the initiative to cooperate.
